Sun conjunct Pluto, Juno, and Jupiter in Scorpio
Venus, North Node, and Mercury in Scorpio
Mars in Leo
Saturn in Pisces

So, there's a lot going on. We don't know his birth time but his birthday gives a high likelihood he's an Aries moon.

Their synastry shows quite a bit of compatibility. His Mars exactly conjunct her Asc. His Venus exactly conjunct her Sun. Her Mars and Venus trine his Mars. Her Mercury conjunct his North Node. Her Moon conjunct his Chiron. His Saturn trine her Mars.

They DO have his Venus square her Uranus and his Pluto square her ascendant. Perhaps this is the issue.

They went on a date and hit it off. He told her he's very attracted to her, finds her so interesting, and really wants to get to know her. He told her he wanted to see her the following day. They sat in his car and talked for hours in front of her apartment. She said he was probing her like crazy.

Then she never hears from him so she texts him a night later asking if he is still interested.

TWO weeks later, he texts her out of the blue and tells her he's really sorry, he's been so busy and he's still very interested. She responds that it's fine but she wants him to be more consistent (or clear, I don't remember) in his communication. He says he can do that and says he really admires how honest and direct she is. She asks if he's busy that weekend.

ANOTHER week goes by. He calls her randomly again. She calls him back the next day and he doesn't answer, but texts her saying he'll call in a bit and again, he's so sorry. He calls her back 4-5 days later and she just never answered.

I personally have never heard of a Scorpio guy say he's super interested in someone and not be this responsive. Sure, Scorpios can lie and manipulate, but the date was fairly PG and she said he really focused on her and she felt like he was being serious with how he felt. To me, this guy should be probably OVERLY communicative. Not throwing out compliments every few weeks but not following through.

Well that certainly could be the case. I didn't include their Uranus inter aspects for a few reasons, but here they are:

Her Moon trines his Uranus
Her Uranus squares his Venus and Mercury

I’ve also had these Uranus squares in two longer-term relationships and they haven’t particularly manifested into hot-and-cold behavior (I have been Uranus both times). Typically my partner just thinks I’m very intellectual in a quirky way, though isolating inter aspects will never give us the whole picture.

From my understanding the Uranus person tends to be the more aloof or unpredictable one in hard aspects to another’s personal planets, while the person who's personal planets are affected usually wonders why Uranus is acting like this.

I'm not sure if this is what Aries23Degrees meant, but Uranus is currently in Taurus, making a hard aspect to his Scorpio placements. And Saturn is currently in Pisces, so this could be the Saturn return of the man in question.

Both transits could cause this man to feel too much pressure into adulthood (Saturn return) and have a strong urge to act out and be unpredictable (Uranus opposition).

Since both her and this man are both Scorpios as well, I'm posting their combined synastry (note we do not know his birth time). In my opinion, even if Uranus transits weren't a factor, there's quite a bit of Scorpio energy. The relationship would be far to Plutonic to last in a healthy way.

Either way however , there would be an aspect to Uranus (and perhaps Neptune too). So this isn't someone who likes to be tied down or be "hemmed" in. Very open ended. This especially with Neptune in the mix of things.

Currently Ura is opposing his Sun. Not the best period for consistency. And Uranus also squares his Mars. Also not great for stability. There could genuinely be stuff that is chaotic in his life right now that makes him unable to follow through on set commitments.
