Built especially during the Cold War.

3. Finland
Has a large number of civil defense shelters.

Many homes include or have access to nearby bunkers.

Emphasizes preparedness for war or nuclear attack.

4. Israel
Due to ongoing security threats, Israel has a robust civil defense system.

Many buildings have safe rooms (Mamad) designed to withstand rocket attacks.

Public shelters are widespread.
