The thing is, I am not sure if those factors are what you need, vs what you want, vs what you actually get.

Ruler of the 7th house in 11th house would mean that friendships, groups and associations would double up as partnerships.

This would include getting into business with friends, meeting friends in a business environment, having friends or groups that are temporary or go away after an obligation/contract or agreement has been fulfilled.

Or ones that form as a result of contract/agreement being formed (like marriage) etc.

Friendships/marriage or business arrangements may tend to expand your friendship circle or number of contacts you have.

Or you may come into contact with people (11th) that you may not have otherwise known without the prior relationships (7th)formed.

Saturn there means that these contacts have a potential to last and last. Even if the partnership that helped introduce you to them, falls apart.
