For example, Uranus in 2♊ when separating from natal Mars 28 ♉, is still potent. They are still under the 10degree orb. This even if out of sign.

However, 9♊ Uranus to the same natal Mars is not only out of sign. But above the ten degree orb and continually separating.

Uranus 20♊ separating from Mars 10♊ is nearly above the 10 degree orb. Yes. But the effects of the transit continue to be powerful(even if not central to the native's life anymore and working more covertly).

I asked AI about separating vs applying aspects in astrology and it gave me this very insightful answer:

Applying aspects occur when a faster-moving planet is approaching an exact geometric angle with a slower planet, creating building tension, anticipation, and a sense of something "coming into being." Separating aspects occur when the faster planet has passed the exact angle and is moving away, representing resolution, integration, and the "dissolution" of that energetic peak.

Basically, you are feeling the energy, but you will feel it differently then if it was applying. I supposed this can also be applied to transits.
