I don't know if Im being unreasonable, but a few months ago, I had been in the process of moving dirt around in the garden and pushed a lot of it against my fence. Okay, fine...didnt think it was a problem. One day I wake up see the neighbor moving dirt away from the fence on top of a ladder, hovering over my garden with a shovel. I was upset. He conversed it was effecting his side of the fence. It was moved over. Apologies.

Forward to now, he gets on his ladder, puts his head over, and asks me If I have a garage door opener...WTF? I was in the middle of working on something. I felt my privacy invaded. I didnt answer him and didnt understand the question, and why does he think he can just look over my fence? I think my WTF are you doing energy was quite clear. People are bizarre.

At least yours isnt constantly trying to make excuses to have friendly conversation.........with your boobs.

I've since moved. Hope your neighbor's weirdness doesnt become a habit.
