I'm going to explain it from both perspectives the cop and the "assumingly law biding citizen".

The Officer has to look like he/she doing something. Whats the cops suppose to say to his/her supervisor if nothing it going on.

Otherwise he/she is looked at as a bad cop, this can be tricky if there are two many cops and very little criminal activity.

It also gets tricky because policing isn't cheap and in some cases its a drain on some municipality's budgets.

Some cops try to pull over as much as they can that way they "seam" like a good cop and get a promotion.

Even so some municipalities even tell there officers they need to pull over a certain amount of people just to balance out the costs, of course most people go to traffic court and that destroys any revenue made.
The "Unassumingly law biding citizen" sees the cop as a nuisance thats bored and should be doing other things.

My best sugestion is to:

a)Be a lawyer: Cops can't stand lawyers because they "destory" them in court.

b) Put pressure on the polticans: It hurts business. Some auto insurance companies base auto insurance by area and everyone who lives in a neighborhood with a high rate of traffic tickets will be effected.

Plus it doesn't always generate revenue, if everyone goes to traffic court.

c) Download a police scanner app for your Iphone or Android:

You'll learn the patrol routes and shift changes, Generally every 12hrs an officer starts/ends there shift.

How about cops that are downright harassing? Intentionally. There's always a cruiser parked one block from my buddy's home. Why? They don't like the look of a sports car, and my buddy leaves home at 6 am exactly everyday. They don't like a black man. more than that, they don't like the idea of a black man living in a white town driving a sports car that a black man can't possibly help but steal. Without fail, one of two cops sits at the junction and tails the car all to way to the train station. Yes. My buddy took revenge. He got a private investigator who tailed and video taped the cops. Then he sent a copy of the video to the town's selectman (mayor), the state senator, the US congressman, and then he filed an injunction against the town in state court, and then filed civil suits. After advisement, the town settled quietly. And my buddy bought an even more powerful sports car.

Leave me the f alone and let me drink my damn coffee!! Can you believe one pulled me over without cause just to tell me that I'm not allowed to drink coffee in my car? There's no law against coffee! You can't write me a ticket can you? See. All my f-ing light bulbs work, sucker. What's next? I can't adjust my radio or GPS?

Ya. I love to play rap in the car just to irritate the cops. That or country music. Some real country music goes down real well up here. Maybe I'll stick a Confederate Flag. Or NRA membership. Lol.

Yes officer. My concealed weapon is my caustic smart azzed mouth and you can search through the by product of my spicy meal and strong coffee beverage for drugs.
