I'm going to explain it from both perspectives the cop and the "assumingly law biding citizen".The Officer has to look like he/she doing something. Whats the cops suppose to say to his/her supervisor if nothing it going on.
Otherwise he/she is looked at as a bad cop, this can be tricky if there are two many cops and very little criminal activity.
It also gets tricky because policing isn't cheap and in some cases its a drain on some municipality's budgets.
Some cops try to pull over as much as they can that way they "seam" like a good cop and get a promotion.
Even so some municipalities even tell there officers they need to pull over a certain amount of people just to balance out the costs, of course most people go to traffic court and that destroys any revenue made.
The "Unassumingly law biding citizen" sees the cop as a nuisance thats bored and should be doing other things.
My best sugestion is to:
a)Be a lawyer: Cops can't stand lawyers because they "destory" them in court.
b) Put pressure on the polticans: It hurts business. Some auto insurance companies base auto insurance by area and everyone who lives in a neighborhood with a high rate of traffic tickets will be effected.
Plus it doesn't always generate revenue, if everyone goes to traffic court.
c) Download a police scanner app for your Iphone or Android:
You'll learn the patrol routes and shift changes, Generally every 12hrs an officer starts/ends there shift.
