local and state governments can be worse...in fact they often have far more draconian powers than the US gov.

Neighbor against neighbor- all because someone wants red trim on a house that boarders on [horror of horrors ] PINK. Some of these planned communities are like disney....your color choices are stipulated, and if not adhered to= your neighbors can get really ugly about property values.

In this specific photo, it appears that if they plant a wall of flowering shrubs, or perhaps sanctioned trees in approved colors they might camouflage the offending veggies.
