Rep. Kevin Brady (R-TX) pointedly asked Acting IRS Commissioner Steve Miller, “Is this still America? Is this government so drunk on power that it would turn its full force, its full might to harass and intimidate and threaten an average American who only wants her voice and their voices heard?”

We've still come a long way. The IRS used to physically assault taxpayers.

In the 70s and early 80s. Abuses were publically chastised. But said agents received promotions. The IRS' policy was to use fear and intimidation to increase voluntary compliance. One case in particular that caught public attention was a couple in Alaska that owed $300 in taxes. They were attacked by armed IRS agents. When they tried to flee in their VW Bug, the agents smashed out the windows and dragged them across the broken glass. The woman was pregnant. This would have gone unnoticed, but a Parade magazine photographer was vacationing there and caught it all on film.
