The US is ruled by 'powers behind the scenes' that hand pick whomever they want the next two candidates to be and then ask the US people "you want it in black or in white? or pink or orange etc"

Getting involved isn't going to help the US economy in any way but may make Russia richer...
I think that he has asked congress to vote on this is to go 'see it isn't me, they want it and i have to do what the congress thinks', if anything he is stalling it for as long as he can...
