Situation is quite grim in several countries, including India and especially the Arab World.Countries like China, Finland and Korea are bucking the trend, do not know about Russia though.
In India, there is no specific agenda in
dumbing down the masses, the lack of infrastructure for educating the masses is sufficient to keep them below par. Elites in India are quite smart though and educate themselves privately.
I would disagree about quality of education in USA though, the level in Masters degree programs is definitely excellent.
The problem would be acute in the 7th to 12th Grade school level. The lack of fundamentals there is the reason other nations are doing well in comparative tests. IMHO it is incorrect to think that a 4 year college education can overcome deficiencies of high school, the focus is different in colleges.
The bigger problem is for grown ups who are being distracted by gadgets, weakened by impurities in food/air/water, over-vaccinated, over-worked and then given BS by mainstream media to prevent intelligent opinion from being formulated.
This along with programming into being a "Herd" is what can turn every grown up into a compliant automaton.
