Excuse me Ms Constitutional Scholar but you missed something in your rant against Trump. Only Congress can appropriate money to be spent from the US treasury. Congress never appropriated any money to be used as a pay-off for insurance companies in the ObamaCare exchanges. Such spending by the executive branch is UNCONSTITUTIONAL and has been so ruled by a US Federal Judge. President Trump has simply removed the UNCONSTITUTIONAL expenditure of taxpayer money by Executive Order. Exactly what any President of the United States should do. "A federal court has ruled these CSR payments unconstitutional, and the U.S. Attorney General has concluded that they violate the statute itself. Thus, Trump is merely upholding the law."
