Provisional ballots are cast when someone shows up to vote and finds out that someone has voted by mail on their behalf. Well, 100,000 provisional ballots were cast. That is four times the amount in 2016. Even the liberal Philadelphia Enquirer said this meant these people showed up and were told their ballots were cast by mail.

Looks like Biden's "ground game" consisted of ballot harvesting.

In this state, certainly. But a combination of tactics were used. People were told by supervisors to backdate late ballots, for example. That’s according to Affidavits. One of Affiants included the hand-written instructions she was given by her supervisor instructing her to backdate ballots received two days late to the date of the election.
