It is very likely he did, because his Chinese lover targeted him early on as someone who would rise in politics. Even today, Pelousy defended putting him on the Intelligence Committee. Feinstein had a Chinese spy working with her for years.

This two-faced POS still has Russia collusion BS on his site about President Trump, but here we have an actual Chinese spy who was in his bed and in his campaign and who recommended staff members and interns. Pelousy knew all about it, but she doesn't seem to care that Swalwell has access to America's top secrets.
