Seems Twitter are trying to level the playing field by making Mr Biden start off with no community, after their decision to ban Mr Trump.

In its first six hours online it gained nearly 400,000 followers.

Donald Trump inherited the Potus account's 13 million or so followers when it moved to him from Mr Obama - but that will not happen this time.

Mr Biden's team was told about the move less than a month ago, and said it meant "the administration will have to start from zero".

Did they say that’s why they’re doing it- to level the playing field? I doubt that’s the reason. They probably wanted to get rid of all the Trump supporters on the account.

Besides, they knew people would unfollow. I bet they want to start him off from scratch so there aren’t news stories about how millions of people unfollowed the POTUS account once it was given to him.

If he winds up carrying a lesser twitter following than President Trump did, now people can say “oh but he started out at zero!”

I think they are probably trying to hide his unpopularity. It would be another thing people would point to to say there’s no way he won the election fairly. They are probably trying to avoid that.

Brilliant move.

If Biden gains more followers, the Media will claim Biden is more Popular.
If Biden has less followers, the Media will claim that 90% of Trump's followers were Russian MultipleID Bots.

Win Win. Dems are about 95% smarter than Conservatives in Optics and Perception Management.

No, they didn't say that, I was speculating. I linked the article for people to make their own mind up.

Your points are good potential reasons also. I think they did actually release a statement which may be linked through the article, although I doubt if it would reveal their motives in their entirety. I doubt very much they will admit it if it reveals a political favour unfortunately.

I never thought of that. Perhaps they are trying to start an evidence base for or against election fraud. If Mr Biden gets more followers, I suppose they could use this as an indication that he was voted in authentically. However, if he doesn't this information could indicate the opposite, that there was indeed election fraud.

Although Twitter follower data will obviously only capture those voters who are using Twitter. There will be voters who are not even online at all, nevermind using Twitter, so I'm not sure how much information they can take from this either way.

Alongside the livestream of inauguration events, the hub will also include curated Moments, Lists and accounts-to-follow recommendations from trusted and official sources.

Transferring Institutional White House Twitter accounts

As we did in 2017, Twitter is actively working with the US government to support the archival and transition of Twitter accounts across administrations.

As President-elect Biden is sworn in on January 20, 2021, Twitter will facilitate the transfer of institutional White House Twitter accounts, including: @WhiteHouse, @POTUS, @VP, @FLOTUS, and @PressSec.

First, Twitter will transfer current institutional accounts to the National Archives and Records Administration (NARA) where the Tweets and account history will remain publicly available and the account usernames will be updated to reflect their archived status. For example, the Trump administration’s @POTUS account will be publicly archived as @POTUS45, just as the Obama administration’s account was archived as @POTUS44.

Once this archival process is completed, Twitter will transfer the institutional accounts to the Biden administration to assume ownership, along with a new account: @SecondGentleman.

People on Twitter will be able to watch the transition of power take place in real-time as accounts for the White House, President, Vice President, First Lady and White House Press Secretary inherit their new institutional usernames: @Transition46 will become @WhiteHouse, @PresElectBiden will become @POTUS, @SenKamalaHarris will become @VP, @FLOTUSBiden will become @FLOTUS, and @PressSecPsaki will become @PressSec. The Tweets, account history, and followers will transition between these accounts.

These institutional accounts will not automatically retain the followers from the prior administration. People on Twitter who previously followed institutional White House Twitter accounts, or who currently follow relevant Biden or Harris Twitter accounts, will receive in-app alerts and other prompts that will notify them about the archival process, as well as give them the option to follow the new administration’s Twitter accounts. The new institutional accounts will also be listed in Twitter’s US Elections Hub during the presidential inauguration.
