I dislike the idea of suing cities or government subdivisions. Much prefer suing individuals in government who have lost their immunity from suit by violating the laws or the constitutional rights of citizens. Make the individuals hire their own attorneys, pay their own attorney's fees and be amazed how fast the bullshitte stops dead in it's tracks.
