Texas is not connected to the rest of US grid. It wants to do things solo. And Texas is not that green that you think.

Winter will be severe in North east, I believe. Most energy center in USA are coal powered. Fusion is safer than fission, I believe. For some reason, scientists perhaps has not explored it. There are some fission sites too.
