Of course not. These were high crimes because Biden was only VP or a Senator at the time he stole the docs, and he has mishandled classified docs for decades, but he had no legal right to take them or to possess them.

It doesn’t matter if he gave them back. Biden had no legal right to have taken them. And he kept those secret docs right in his open garage. A POTUS can keep whatever he wants.
A VP cannot. POTUS is the Executive branch. No one tried to sell anything.
