Ukraine can make trillions by selling rare earth minerals to the rest of the world and even drill for oil. Then they can pay us back for the $350 million that we gave them. Europe only gave them $100 billion, but it was in the form of a loan. Retrieval is costly, but private companies will partner with Ukraine once it is safe there.
