This is incorrect, Randall. Russia agreed to nothing. this was a cease fire deal between the U.S. and Ukraine. It's up to Russia now if they will accept and they actually bombed Kyiv a few hours after the agreement. Sources have claimed it's unlikely Putin will agree to the cease fire.
