How does this work exactly!

Do the kids leave the cells in their gym lockers?!

Are they allowed to bring the cells in the classroom but they must be on silent and at no time are the kids allowed to make calls, place calls, or text while im classroom?

That will be up to the schools and the teachers, as long as no phones are being used in classrooms. They get to keep their phones according to the law because they might need them in an emergency.
