I have mixed emotions, but I understand the sentiment behind it. It's not a new name. George Washington named it the Department of War and the Secretary of War from 1789 to 1947. It is meant to show our enemies that we do not play defense--we are no longer nation building or policing. It is a warning to our enemies that we will do what is necessary to protect our country--that we will go on offense and fight to win, not to not lose.
