Well, the article said the guy was ´unindicted’ so he is not an official co-conspirator.

And delving further, according to the article, his call for Jihad was not violent call to arms but a call for Muslim men to March in New York and make their voice heard.

That was just a nice way to get away with saying "jihad" and not being arrested. We know what jihad means. It was a call to action. Cuomo won that debate on the merits and proved Mandami to be against the Jews. If they vote in unity, he will lose.
