I say both.
I know I personally seriously detest with a venomous passion sexism in relation to this concept.(be it men/women/gay/straight)

Women of childbearing age have hormonal reasons but damn, periods are the shite and the pain and mess that goes with them.

Men are often worse than women for both definitions!
So many are like spoiled brats wanting everything their way, or wanting awww poor baby....but oh, shoe on the other foot and the woman it a b!tchy whining b!tch.

Not all men and not all women are like that but yeah, it does not matter...both can be.
And sadly, guys often go out and fight or beat people up or get drunk and stupid or abusive of others without justification.

I don't like the term "b*tch " in general, because it tends to apply to only one gender in it's most common use. I generally like to use other words instead.

It depends on why they are feeling the bitchiness, or acting with bitchiness, and which definition one is referring to:
1. Malicious, spiteful, or overbearing.
2. In a bad mood; irritable or cranky.
#1 seems to be a more constant state of being;
whereas #2 can be linked to anything from stress to pain, even headaches or toothaches and so forth;
or to bad living situations, failure at something, loss, sadness,.....and is dependent on what is happening in ones life, and how they feel mentally and or physically.

Oh I totally agree!
That is very offensive to me, the sexist undertones/insinuations.
It also has the implications of it being a normal thing for only women or gay men.
I have heard that from men all my life to date.
It makes me not like being a woman.
It makes it sound like I am some revolting sub species when I am in a bad mood....for totally justifiable serious reasons, not a chipped nail or some other girly wah wah boo hoo silliness, or like a guy p!ssed acting like a fraking 12 year old because his fav team lost the game.
I mean so a man so afflicted is being what?
There is no damn masculine synonym for the state of bitchy bitchiness for males.
Pure and simple the word is sexist.

Yeah.. crankiness, irritability. Seems like guys just get over it faster though. Of course the ones I'm talking about aren't going through most of the things you mentioned. Anyone would have a difficult time with that..

Found this tidbit nifty, maybe some of our astro folk know something about it? Not sure if it's real but if you google man period you get a lot of stuff on it lol.

Biologists in Sweden will furnish conclusive evidence that men have
"periods" analogous to a woman's menstrual cycle. They seem to
correspond to changes in the relationship between Earth and the planet
Mars, the biologists will claim. At the peak of the male "marstral cycle,"
