It's complicated and thus context is very important when using this word in English.

In one sense it can mean "woman" (with the "natural use of a woman" implied) so one can call a submissive woman as a "***** " you can do anything you want to (or a man made to act like one, as in "prison ***** "--not to be confused with "***** " as Russians in prison tend to mean it which is subtly yet significantly different). Women only rarely use the word this way.

How ***** is more commonly used is as a woman with a bad temper or obnoxious behavior (more like the dog that snaps at you rather than submits to you, IOW the very opposite of submissive). Though I think men are more likely to use this term than women but enough women (and I think nearly all who do) use it this way, too. (I think men prefer it as sometimes the term "***** " means a woman with power that even men grudgingly respect her--one acronym being Babe In Total Control of Herself/Her life--and thus there are women who take pride in being called that, so women tend to prefer words more likely to hurt like "**** " and even "fat"). Women who are seen as bitches (as opposed to being bitchy) are sometimes seen as emasculating (that is men wither under them, losing their self-confidence and thus metaphorical and even literal ability to act as a man).

In this case the mother was apparently not liking her daughter's attitude (cranky, snarky, or even passive aggressive--though of course this could be a reasonable response to the mother's own bitchiness, we weren't there and don't know) and thus was saying she "needs to get laid" which doubles as "no man finds you desirable" (so ironically the mother was being a ***** when she said this).
