Can anyone shed some light on what the draconic chart is for and the correct way to interpret one? And also what purpose do they serve when doing synastry?

i have a question too..
since the draconic chart is the NN in 0 Aries, what does it mean when a person has NN at 4 Aries for example.. Natal tropical and draconic would be almost the same..any one knows what it means?
