Hi iQ, can you tell me what it means if someone's Draconic Chart is the exact same as their Natal Chart?

Does it mean they don't have any karma manifesting from this life into the next? That this may be their last life time? Or they are completely living out their souls karma this last time around?

I know the Draconic is the ongoing soul contract but it's hard for me to decipher completely.
