Juno is important in various aspects of synastry depending on what your looking for. Juno/Hera is the Goddess of Marriage/Women/Childbirth and Queen of the Gods wife of Zeus/Jupiter
1)The placement of Juno tells you the type of relationships you are drawn to especially ones surrounding more long term relationships. Example Juno-Saturn aspect in a natal chart could indicate marrying someone who is older than you, someone who is more refined and financially established. Or it could even indicate marrying later on in life. The point is you have to search the asteroids to find the significance of a asteroid within your chart.
You can't just look at one aspect to get enough information about the combined energy of a couple with one aspect you have. You have to interpret the entire chart piece by piece.
With Synastry your would look at Aspects between Juno/Hera with Zeus/Jupiter with very close orbs 3 orbs for conjunctions, trines, quincunx, squares and 2 orbs for sextiles at most until their is a double whammy.
Yes Juno is sensitive to transits and progressions especially when combined with its counter part.
