I think Juno rules Cancer, and I don't see any connection with Taurus.

Libra? Yes, because she defined herself through her partnership with Zeus, and that relationship was the most important thing in her life. But Venus is much more suited to Libra and isn't that compatible to Juno's personality.

Scorpio? Yes, but usually Scorpios get what they want, may that be a favor or revenge. Hera/Juno always failed. Zeus always got his way. Hera/Juno tried to kill one of Zeus' mistresses, Zeus turned the mistress into a goddess (Io/Leucothea) or a freaking star. Hera/Juno tried to kill one of Zeus' illegitimate children, Zeus made them gods of Olympus (Apollo, Hermes, Dionysus, Artemis)! And everytime she tried to get revenge from Zeus, it got back to her tenfold. If she were a Scorpio, there would be no Zeus!

Some may think Cancer is too tame a placement for Hera/Juno, but I think it suits her very much.
