Yes the Sabian Symbols are based on degree, but this is just one system.
There are several systems of Degree Symbols for each 360 degrees of the horoscope. The most popular set is called Sabian Symbols by Elsie Wheeler as found listed on Cafe Astrology site: http://www.cafeastrology.com/sabiansymbols_degreemeanings.html

There are degree symbols that predate the Sabian Symbols actually, and others that follow. Just different descriptions for each degree intuited by different people. And there are many different interpretations published for degree symbols as well.

I personally found these symbols to have meaning for me recently, when I looked up my name, Sun, NN, and AC. I have really only used the Sabians up 'till now.

Matthews Degrees From "Fixed Stars and Degrees of the Zodiac" analyzed By Ec Mathews in 1968.
Muir Degrees Written by Ada Muir, in "The Degrees of the Zodiac Analyzed" in 1967.
Sabian Symbols The Sabian symbols were produced in 1925 by Elsie Wheeler and Marc Edmund Jones. These are the most popular interpretations by degree. Dane Rudhyar has written an impressive interpretation of meaning Sabian Symbols.
Weber Degrees We are still searching on more information on the origins of the Weber version of Zodiac Degrees. These are most likely by Astrology Author Lind Weber.
