It is? And if it is a conjunction, does the meaning change because it is in different signs?

In "regular" astrology, yes your asteroids are considered conjunct.
Most of the time, the tighter the orb, the more relevant. Orbs for asteroids generally include the 2-3 degrees before or afterwards. I believe the orb-allowances can be stretched to 5 degrees if in orb of a planet (like Sun, Moon, Merc, etc).

In the Hellenistic and more ancient methods, (in my understanding), those two bodies which are "out-of-sign" would not be considered conjunct. To be conjunct in those practices, it would have to reside in the same elemental zodiac sign.

Your two asteroids are conjunct, and each would be "flavored" in their expression by their zodiac signs.
