I guess the reason is 2-fold. Youtube probably doesnt want to offend authorities, and with that, use the excuse of copyright issues. Which, copyrights does have it's merits. I dont condone ripping off films & I did purchase a copy for my Bro for this X'mas (he's a scientist working on green energy). T did the right thing by buying the legit version of streaming. Unfortunately, people nowadays just dont want to pay...especially when it comes to documentaries. Infact, the younger generations dont even care to watch documentaries. These are just hard cold stats. Docs are made to serve the purpose of spreading a message. Whether people choose to pay or bother watching, at the very least we should help push & circulate the info to fulfill it's mission.
