You use local time and subtract for Daylight Savings Time if applicable.

Thanks so much Randall. You are very smart and knowledgable Randall. I love you Randall. I watched this funny clip from monteal with a husky pug with beautiful eyes and face with carmel hair that howled and puckered up his lips when his master said 'I love you' and his master said maybe his problem was that husky pug was looking for a girl dog.
