Am I correct that the slower moving planet has an affect/influence on the faster planet in a natal chart aspect? Meaning that the person will act out the faster planet's trait colored by the slower planet's influence? In the vein, I believe the speed of the planets (from slow to fast) are: Saturn, Uranus, Neptune, Pluto, Mars, Jupiter, Sun, Mercury, Venus and Moon. Thanks.

Hi tenny,

Yes the slower moving planets, especially the outer planets, contain influences that affect the masses on conscious and unconscious levels daily, so it goes to show that in the natal they will have the upper hand when in contact to faster, more personal planets.
Sun and Moon and the most reliable since they never Rx, Moon changes signs every 2.5 days or so. The rest can go Rx, and have different periods of time they stay in a sign, Jupiter stays for roughly a yr, Saturn for 2.3 yrs, Uranus 7, Neptune and Pluto roughly 13 each but both go rx often appearing to go back into previous sign.
But even tho Moon may move faster than Mercury it will still color Mercury the same as Mercury will color Moon. Moon especially is quick to receive impressions from planets it aspects which will color the person's emotional tone.

Another factor to keep in mind is the idea of applying vs. separating aspects. An exact aspect is the strongest, but an applying aspect will be stronger than one that is separating, applying means the aspect is moving closer and closer to become exact. And there is where you would definitely keep in mind which planet holds sway over the other. For example (and using Pluto at 16 Leo as base),

Moon @ 10-12 Leo / Pluto @ 16 Leo
Moon is moving closer, inching up to Pluto, in applying aspect. The closer it moves toward exact the stronger the aspect becomes.

Moon @ 13-15 Leo / Pluto @ 16 Leo
Very strong since Moon is in an applying conjunction to Pluto and closer than the above orb, rapidly gaining strength.

Moon @ 16 Leo / Pluto @ 16 Leo
Exact conjunction, greatest strength. There is now no confusion as to the strength that Pluto has in the chart since it is exact conjunct a luminary.

Pluto @ 16 Leo / Moon @ 17-19 Leo
A separating aspect, you can see Moon has moved beyond an exact conjunction with Pluto, moving on from exact means the aspect strength starts to diminish

Pluto @ 16 Leo / Moon @ 20-22 Leo
The weakest conjunction of the bunch. If you want to think in terms of reincarnation, then to see a separating aspect points to the person being quite learned with the conj of Moon/Pluto and that the conjunction does not present as many problems to grapple with.

Okay, I think I got it... the direction of the planets (excluding retrogrades) would be counter clock-wise, applying on the approach and separating once it has already passed; and so I need to determine the direction and related speed of planets in an aspect, not just the orb.
