I am drawn to Scorpios who fall in my 7th house, but I was wondering more about the 8th house. Also I am very curious to know if someones rising sign has any impact in house overlays or if only planets are analyzed when looking at house overlays?

You have a lot of questions bulked up into one, so I'll try to address them step by step.

If someone's planets fall into your 8th house, that will effect the way you respond to the energy of their planet.

For instance, if their venus falls into your 8th house, you will respond to them with the 8th house energy, and their Venus placement will effect you in 8th house energy - sexually, posessively, etc.
