So if a moon is squaring pluto how does the moon being in, for example,Libra, and pluto in Capricorn differ from a moon in leo and pluto in Scorpio? Or is there no difference?

Well, the moons are quite different when they are in different signs, as the moon is one's deepest heart. Pluto is a generational planet, so not as important, sign wise, as the moon. See which house Pluto is in, to see where you will have tidal wave ups and downs and transformation

Yes the signs matter. Also the dispositors. Also which house each rules and of course where they're placed.
Just based on the signs you posted, it's the Moon in Leo/Pluto Scorp combo that'll make the bigger fuss.
