For general interpretations, you can easily find information on the Internet.11th house is a social house, the house of the community/society one lives in. Libra is an interpersonal sign, the sign of partnerships and relationships. So the main "goal" may be to be more cooperative with people, more gentle and diplomatic, and to take that diplomacy out there in the world and make some change on the social level. Like spreading awareness about equality/justice (Libra) to the masses (11th). Just some ideas.
