Can anyone tell me what it means when the Moon is the only planet above the horizon in the natal?

It's also his chart ruler.

It doesn't mean much. The house is more important.
The only thing that comes to mind is that his emotions are easily visible to others and that he may need other people in order to feel secure (like friends or partner or society or even a patriotic kinda feeling). May not be true depending on sign and aspects, though.
