Which would be felt more: a synastry where moon conjuncts neptune at 8 degrees separating
Or
Moon sextile neptune at 0 degrees separating?
I believe this is a telepathic/ psychic aspect between two people.
Help please?

Sextile is considered a major aspect along with trine, square etc. It is not a minor one

The tighter the orb the stronger the connection. I have this with someone. My moon in leo 28 degrees squares his Neptune in Scorpio at 23 degrees. The orb is 5. I think anything less than 5 degrees has a major impact.

Like you said, the emotional telepathy is pretty strong with a moon-neptune contact in synastry. He is the neptune person and he's really emotionally reliant on me. I also feel that we have an emotional connection that is felt without speaking a word. He could be at a distance, and I could feel that he may be having a bad day and I'll call him and that's usually the case. Our emotional nature is also pretty similar. All of sudden I might have a flight of anger or frustration and I will call him and he is also sharing this same emotion.

In your case the 0 degree orb is really strong. The 8 degree orb is also important, however not as strong as the 0

Really? Even though the 0 degree orb is a sextile (flowing aspect) instead of the 8 degree conjunction (hard aspect?)

8 degrees is way too wide for a synastry aspect, especially with an outer planet.

So I would disregard the Moon / Neptune conjunction.

The Moon / Neptune sextile is definitely strong, though, and has a similar expression to the conjunction, only not that strong and less inclined to go to extremes - so there won't be as much idealization / telepathy as with the conjunction, but also definitely less potential for negative manifestations like over-idealization and deceit / deception.

I don't know Doux, I would have to disagree about the 8 degree orb being too wide...I heard you can have conjunctions up to 9 degrees be significant, especially if they are applied to the luminaries. I have neptune conjunct moon 8 degree with someone and I can definitely feel it! However my moon also opposes his neptune by sign so I would say the DW quality to it might be the reason I feel it's strength so much as well?
