When delineating charts is it necessary to look at the decan for every planet?

for example: Moon 29°54'Taurus - Taurus to the 29th degree is sub-ruled by Saturn

So would you look at aspects to Venus (ruler of Taurus) AND Saturn?

I would like to know this for delineating natal and synastry charts
