Number one, birth time needs to be accurate in this.If it is, you look to the Ruler of the Cusp to tell you a little more about yourself in that area.
If you want to know about Ninth House things, like Higher Learning, Foreign Travel, all that expansive Jupiterian area, you would look to that Ruler.
The House Placement, Sign and Aspects will give you a little more insight in this area.
In your case, you have your Part of Fortune at the Cusp of the Ninth, but posited in the Eighth.
I actually have that as well.
So I can tell you that when that area is being activated, you might be inclined to have good luck through legacy, as well as it being Conjunct the South Node; it is a product of Past Karma.
You look to the Ruler, and it is posited in the Sixth, but Conjunct the Descendant, and it is in a sort of Mutual Reception type of place, Jupiter is Exalted in Cancer, Libra Rules not only Venus, but the Seventh House, so you might gain through day to day things in Partnerships.
Venus Trines Pluto in the Ninth, so that is positive in this, while the Sun might have a rough time.
It's just clues you have to run up and figure out. No one knows you and the things you go through like yourself, once you start looking at events, that's how you learn.
