If my 1st house is Pisces, does that mean the ruler of my 1st house is Neptune?

Or, is the first house Aries, which is ruled by Mars?

I keep reading articles which say, for example, ruler of 1st house in 8th house = ...........

I'm not sure how to interpret this.

If Pisces is your Ascendent, Neptune is your Chart Ruler, which is also Lord of the First House.

Correct.

You might want to take a look at Jupiter as well.
