Hi and Welcome!The astrologers you're referring to are looking at solar charts. They use the Sun as the Ascendant (the cusp of the 1st house). In a solar chart, Libra would be your first house (since you are a Libra).. and yes, Virgo would be your 12th.
Astrologers generally do this because they are speaking to a wide audience, so they are trying to provide daily/weekly/monthly horoscopes for a large group of people. They have no way of knowing each person's birthday or time of birth or natal chart. Hence, these horoscopes are very broad - meant to include "everyone" of that sign. Often they do mention that you should read (or listen to) your Sun sign horoscope as well as your Ascendant/Rising sign (since that represents your *actual* first house). Your natal chart ^ as you can see above.. is based on your time of birth, which gives you the degree of your Ascendant: 26 Leo. This is the cusp of your first house and all the other houses follow on. So in your *actual* natal chart your 12th house cusp is Cancer.
