Which is more effective...
Someone having their planets in the partner's 7H or Someone having their planets aspecting the partner's 7H ruler?

I think aspecting 7th ruler trumps direct planet overlays in the 7th.

I vote for the ruler too.

For example, Mr.Uranus Venus is in my 7h, closely conjunct my DSC. But his Jupiter is exactly conjunct my Neptune (7H ruler), and they both are conjunct our composite Sun tightly.

I think if it wasn't for Neptune, i wouldn't feel so close with him. Other people have had their personal planets in my 7H, even conjunct my DSC, but no effect for me in terms of wanting a relationship with them.

With this person, i'm captured.

If it was just for houses, that would mean that all people who have their planets in that particular sign would have that kind of effect on us, but they don't.

What if the 7th house starts at the end of a sign (Ex: Libra 28.55) making most of it lay in the sign Scorpio, could that mean the 7th ruler is Venus and Pluto?

Pluto would be co-ruler, I guess. But if you have an exact TOB, the cusp is of utmost importance, no matter how late in the sign, so Venus is the 7th ruler here.

Fate and I have our 7Rs conjunct. I throw several things into his 7H -- including my NNODE -- but I think it's always been our 7Rs conjunct that is so binding.

Lucky!

My major planets aspect the 1st, 5th, and 8th ruler of someone I'm close to.
However, my only planet that aspects his 7th ruler is Saturn, out of sign, idk if that good enough to make him feel the same connection I do.
On the plus side, his Vertex conjuncts my Venus exact. Maybe that helps.
