I donīt think it is a question of "IF" they are feeling an aspect. But more so how and most importantly how much they like it, dislike it or do not care.
If Person A has Venus square someone elses Pluto, provided the orb is close, I`d look:
a) is there natal resonance with Venus/Pluto, maybe they have Venus in Scorpio or Venus aspecting their own Pluto etc.
b) how is their Venus aspected to other planets in their or B`s chart.
Is their Venus opposite their own Moon and hence making a T-square with B`s Pluto?
Does their whole emotional make up feels affected by this
If so how would they react to it?
Their Venus and/or Moon in Scorpio, might feel a strong resonance, it will bring their own Plutonic vibe in terms of emotions to the foreground. Depending on how well they deal with their natal Pluto, it could be exactly what the doctor prescribed and they feel insanely attracted, or sometimes it could also be a red flag to them, instant dislike is a possibility too.
Whatever it is, one thing is certain, they will be strongly affected.
What about B and his Pluto?
Is it the only planet involved in aspects with A`s Venus (and Moon)? Is it a less than important planet in their natal?
They might even hardly notice.
On the other hand is Pluto in their natal unaspected and sitting on their DESC or ruler of 5th house?
The other will illuminate those passionate vibes in relationship terms for them, and hence the attraction will feel compulsive.
Alternatively they might also have a personal planet in relation to their Pluto. Let`s say their Mars squares their Pluto, and it sits exactly on A`s Venus. KABOOM.
This bomb detonates! loudly.
Does not mean it will be easy or smooth though.
But if their Pluto is maybe sitting in the 6th house, ruler of 6th house as well, and not quite unaspcted but having a trine to Mercury in 10th house, but nothing more than that.
Well their Pluto will just be not important in terms of what they are romantically attracted to (though it has something to say about their ability to cooperate in an everyday sense and in their job).
