I'm still a novice to astrology so this is probably a basic question

I did myself and this boy I likes chart, I have venus in libra and he has Mars in libra and this doesn't conjunct, is this to do with orbs or degrees or something? (I thought a conjunction was an aspect between two planets in the same sign)

His Mars is in libra at 4 degrees and my venus is in libra at 25 degrees

No, they are not conjunct. They have to be close in orbs, for example mars in libra 4 and venus in libra 6. When a conjunction or an aspect in general is really tight, it is considered to manifest more intensely. Acceptable orbs are debatable, but let's say a 4-5 degree orb at most for a conjunction is valid.
