The short answer is yes, it's significant. His natal - he's here to learn something about Sagittarius qualities (and by house as well), and with Venus conjunct, it probably has to do with love. Assuming it's not unfavorably aspected, he'll probably get help learning it through people he attracts, out of love.

Then conjunct your NN, he brings Venus into your path as well (love, beauty, etc.) It brings some shared or common purpose to the relationship, though you may have it in a different house and so not identical purpose.

Beyond that, I have Venus conjunct NN natal in the 9th. I'm 52 years old and I'm still trying to work out all the meanings...
