Do you only count Declinations when there is actually a aspect between the two planets? For example if someones Moon is parallel to my Saturn yet there is no aspect between the two planets.

Magi Astrology uses declinations in their synastry method, both geocentric and heliocentric. It really depends on your perspective. I think synastry should have more than declinations, but I don't think it hurts to consider it. I'm curious as to the view of everyone else on this subject.
