Wasn't sure how to formulate the question, but here's the inquiry. If someone's planets fall into the same places as your planets, do they really affect you and your life?

Supposedly Synastry simulates a permanent transit that is slightly weaker. For example: If you develop a serious relationship with someone who's Venus is in your 4th house, living with that person will be as if you had a permanent transit of Venus in your 4th house. So living with that person may lead to you having a nicer and more beautiful (venus) domestic environment/home (4th house).

But what if you have venus in the 4th and your partner's venus is conjunct yours? Do you get a double dose of the beauty of the home or is it basically the same as if you lived by yourself since Venus is transiting the same spot?

That is a great question!

I have to say that my partner's mars/uranus squares my venus conjunct mars and I have been with him for 11 years.

I have jupiter conjunct uranus in the 1st house but I feel been with my partner makes me feel Really Uranian. Since I have been with him for 11 years is like he has shaped me into an aries/aquarius person in a sense due to the influence of our synastry and composite.

Add that in our composite uranus is in scorpio at 29d square venus in the 7th forming tsquare with chiron.

I feel that our composite and synastry has shaped me and pushed to develop a certain way. That is powerful, your question is deep and a good one.

We aren't just our natal, the people we chose to get close to influence our development and development is a life span thing.

You could argue that If I didn't have jupiter conjunct uranus in the 1st and IC in aquarius that I would not have ended up in an uranian relationship to start with but been in one has reinforced my nature and shaped my nature a certain way without a doubt.

Yes, synastry planets do affect you. If their Venus is conjunct your Venus, you get a "double dose" due to resonance. Also consider House position in their chart and other interaspects influences.
