For example someone has transist Jupiter in Scropio in the 5th house. Is there anyway to see if it trines my natal Venus in Pisces?

Check the degree of Scorpio Jupiter transit, and see if it's within trine aspect orb of your Pisces Venus.

Transits are useless unless you have a tight aspect with someone and the transit activates it.

Better to look at progressions and solar arc directions. These vary for everyone so are of more use in synastry. But then again, attraction produced by progressed planets are likely to be temporary.
