The person I'm in love with has his Sun, Mercury, Venus and Uranus in my 5th house while his moon is in my 12th house. Does this mean it will never transpire into a serious committed relationship like marriage?

Nothing ever indicates for sure whether something will last or not. It's always up to the free will and choice of each person.

I find 5th house overlays are fun for 'dating'! Though if that's all there is, unless it's really mutually heavy on the flirt and date and have fun (like besties) all the time, it might not last.

Saturn is where you want to look for longer term commitment style things.

Uranus in your 5th might give a 'here again, gone again' type of feeling, which might be slightly tempered as there are other personal planets there too.

Keep in mind however, that if it's your 5th house, that's where YOU will be feeling his presence, not necessarily the other way around (see what of yours is falling in his 5th or 7th house for what energy he is likely to feel in a 'fun and flirty' stage.

And that's exactly what it is, here again and gone again... very off and on so I'm guessing it probably won't turn into anything long term like marriage.

Do they have a lot of qualities you want in a partner?

I wouldn't necessarily look into marriage in any traditional sense, no. On/Off people can be very exhausting for someone who isn't (unless Vesta gets involved, but that's the only planet I've seen that can slow Uranus' roll in a lot of cases).

However Uranus is all about doing things outside the box. It might be unorthadox, but it could be a very interesting relationship if the right amount of freedom to do the come and go is in a healthy way.

I have a few friends with strong Uranus contacts; I myself an quite Uranian, and the swinging in and out of each others lives things can really work when there isn't a lot of attachment. Romantically it can be tricky unless both people are Uranian inclined, less so if one party is maybe Saturian or Plutonian, though.

No attraction on my part to start with...

I think feelings & attraction are not so straight forward where you just see who has planets in your 5th, 7th, 8th. My ex has a stellium in my 3rd (Mercury) house and I wanted to marry him...I loved him so much. Mercury is my chart ruler and I also have Venus in Gemini ruled by Mercury. His Mars also completes a grand cross in my natal. All these could be the reasons why I felt strongly for him. My friend's boyfriend has planets falling only in her 9th and 11th houses and she's very in love with him. On the other hand, another ex of mine has Sun/Mercury matching my 7th house but I never thought of marrying him.

I've read varying opinions on who feels it - planet person or house person, or both?

Anyway, in my humble opinion, 5th house activation is nice. All relationships start with romantic attraction, doesn't it?

Can you share a bit more on Vesta? Is it an important planet to look at?

Composite Vesta conjunct Vertex & Neptune.
Composite Vesta conjunct Pallas, oppose Union/Neptune, square Juno.

In synastry, Vesta trine Mars/Jupiter/Asc.
In synastry, Vesta square Moon/Venus.

I always look at Vesta to know where someone has a space of sacredness. Vesta can mean a lot to someone, their inner fire and what they turn to when they feel weak. (Natally speaking.)

In synastry, I have found that Vesta conjunctions offer a very gentle, caring feeling. It is like a great respect for the place it touches- not necessarily romantic, but more on a soul level. For example; Vesta conjunct someone's moon gives a great respect for that person's emotional state. In reverse, the Moon person would feel like their emotions are incredibly validated, or at least held in high regard.

(Example: My father's vesta was conjunct my moon, and no matter what happened or what kind of argument we got into, he would always apologize, or always make sure I know that what I felt was valid or allowed to be felt no matter how irrational.)

Vesta in contact with Neptune might give a very deep level of respect and acceptance to whatever form of spirituality or imagination is shared between the two (in composite). In contact with Pallas it can lead to a great respect for the type of mind someone has, the way they solve problems or just how they think through things. Vesta in square to something can produce a struggle to respect, or perhaps too much given in a space that needs more boundaries- but in a square I would think more friction oriented.

Thanks for the info.

To an extent, maybe; however, if a relationship is fated or meant to be, it will happen I do believe. If it's something that's important for your soul path, you WILL feel a certain "pull" towards that that you won't for things like when you go to bed, the foods you eat, the clothes you wear, the car you drive, etc. It kinda defeats the purpose of "fate" if you can choose to avoid it! I just don't feel it's possible... if there's no relationship, it was likely never meant to happen in the first place (we share aspects with many, MANY people, but it all means nothing if there's no "soul contract" between you!).
